At Urban Cultural Arts & Event Center, our mission is to bridge the gap between creativity and accessibility. Ensuring that art is not only accessible but also affordable for all, while recognizing the importance of inclusive access for individuals with special needs.
Art is more than something we create, it's how culture is shared, preserved and passed down through generations. Painting, poetry, music, dance, comedy, acting and cooking are some of the ways participants explore their identity, tell their stories, and connect across generations.

by Latosha Greenleaf & Thomas Davis in 2022. ​

Our goal was, and will always be, to empower our youth by teaching them how to express themselves constructively through many art forms.
Meet Our Board
Latosha Greenleaf
Executive Director
My lifelong passion has been serving and supporting others, with a particular focus on youth, senior citizens, and individuals with disabilities. In 2022, I was finally able to merge my love for the arts with my dedication to community service. As the Executive Director of Urban Cultural Arts & Event Center, I’ve committed myself to creating impactful programs that empower people of all ages and backgrounds. My journey represents the incredible difference one can make when blending expertise, passion, and a genuine love for helping people. I’m an experienced accounting professional with 17 years in the field and a Bachelor’s degree in accounting. I am a passionate and open-minded individual who has received numerous accolades for my selfless services to the community.

Natalie Halverson
Vice Chairman
Natalie is an experienced artist and educator with 30 years of experience, holds a lifetime art teaching license from Wisconsin and co-founded the Art Garage in Green Bay. With a Bachelor’s degree in Fine Arts and Graphic Communications, she combines artistic expertise with a passion for education. Her professional art exhibitions, role as an assistant curator at the University of Wisconsin-Green Bay’s Lawton Art Gallery, and community service as a home-visiting case worker highlight her dedication to the arts and the community. Natalie is an ideal candidate for Vice Chairman of the Urban Cultural Arts & Events Board, dedicated to promoting urban culture and the arts in our community.

​With a degree in business management and construction fundamentals, my strategic planning and marketing skills laid the foundation for my later contributions. Over the last 25 years, my profound love for assisting youth and promoting art has fueled my commitment to Urban Cultural Arts & Event Center. My distinctive ability to engage with people and my visionary approach to community development have positioned me as an invaluable asset. My legacy is characterized by passion, education, and a steadfast dedication to serving the underserved and visible youth within our community.

Leslie Ousley, MA LPC SAC-IT
President/Treasurer
I have always known that I wanted to be in the human services field. In 2001, I obtained my first role as a CNA and this provided the confirmation that human service definitely was direction I would take. However, I knew my skills would be best utilized in the mental health sector. While gaining my master’s degree, I worked as a Program Manager for intellectually delayed adults, an In-Home Behavioral Specialist and Mental Health Case manager for youth and adults. I completed my practicum at Advanced Behavior Health (MN), specializing in treating adults with varies developmental delays. Once I returned to my home state of Wisconsin, I worked as a Crisis worker and CLTS Case Manager before starting Wings of Eagles Counseling Clinic, once a private practice, it has grown to many service arrays. My therapeutic method is didactic, eclectic and client centered. I believe it is not one particular path in assisting my clients in reaching wellness and wholeness. While in session, I do not take the expert role; I have the belief that each individual and family has unique strengths that are undiscovered and need to be explored and utilized.

Our Purpose
Urban Cultural Arts & Event Center exists to make art accessible, affordable, and inclusive for everyone in our community. We serve as a creative hub where people of all ages and abilities can come together to express themselves, learn new skills, and build meaningful connections through the arts.
Through hands-on classes, workshops, and community events, we provide opportunities for children, families, adults, and individuals with special needs to explore painting, pottery, music, poetry, and other forms of creative expression. Our programs are designed to remove financial and social barriers so that everyone has the opportunity to experience the transformative power of art.
At Urban Cultural Arts, creativity is more than an activity—it is a tool for healing, confidence building, cultural connection, and personal growth. By creating a welcoming and supportive environment, we inspire participants to discover their talents, strengthen their voices, and develop the confidence to pursue their passions.
